Clarence E. Miller (CEM) was a Republican United States Congressman from Ohio representing a southeastern district. He served from 1967 to 1993. While in office, CEM served as Vice Chairman for the Office of Technology Assessment; served on the House Appropriations Committee; and introduced numerous bills aimed to cut spending measures.
